MEMBER SERVICES

To better meet the needs of our diverse membership, COIPA's staff focus on four main types of services: At-risk managed care contracting; Provider credentialing services; Clinical quality programs and services; and Member representation and advocacy. Together, these services increase independent providers' negotiating power for traditionally managed care contracts and help IPA members meet the clinical quality management and reporting requirements for value-based contracts.

 

At-risk Managed Care Contracts 

On behalf of our members, COIPA negotiates at-risk managed care contracts with several regional health insurance plans including PacificSource (Medicare HMO/PPO, Community Solutions/Medicaid, and Commercial Managed Care) and Providence Health Plan (Medicare). Provider Credentialing 

COIPA has operated as a Credentials Verification Organization (CVO) for nearly twenty years. Our clients include hospitals, surgery centers, health plans, federally qualified health clinics, independent practice associations, and local safety-net clinics. We strive to provide excellent and personalized credentialing services to our clients and practitioners. It is our priority to protect the confidentiality of the information we collect, review, and manage.

As an Oregon company, we are familiar with state regulations, geography, healthcare issues, licensing agencies, and other factors that affect the providers we credential. Our credentialing services protect both the organization and the safety of the patients they serve. 

Our professional credentialing staff is dedicated to eliminating redundancies and increasing efficiency by working directly with the practitioners to make the credentialing process as easy a possible. We appreciate that practitioners have limited time and will work to customize the credentialing process to meet our clients' needs. Our goal is to be competitive and transparent in our pricing and to develop relationships with the practitioners and organizations we serve with integrity, honesty, and transparency.

Clinical Quality Programs and Services 

Over the last two years, COIPA has added 3 new full-time staff positions to help our members measure, improve and report clinical quality by providing expertise on clinical workflow improvements, data and analytics and electronic health records. 

 

In 2016, COIPA partnered with PacificSource Community Solutions to create a unique quality incentive program for IPA members called the Provider Incentive Matrix. The Matrix consists of two pre-funded incentive measure sets that are reported and paid out quarterly with grant funds from PacificSource and through a new grant from the Central Oregon Health Council. Incentive measures and targets for access, clinical quality, cost, and patient satisfaction are chosen by members serving on either a PCP or Specialist Quality, Values, and Outcomes Committee (QVOC), and are chosen to be clinically meaningful to local patients and practices. 

 

Other Member Services 

In addition to hosting an annual meeting open to all members, COIPA periodically provides webinar and in-person learning opportunities on a range of topics of interest to provider members, practice administrators, and office staff. In 2017, these included webinars given by guest presenters or staff on Best Practices for Blood Pressure Management, Regional Health Information Exchange in Central Oregon, and tips and tricks for using MS Excel to analyze clinical quality data from electronic health records.
